A double regulating valve (also known as balancing valve) is mainly used to control the water flow across a chilled water air conditioning equipment, it is installed to the return line of the equipment and the flow is controlled and balanced to the design flow by adjusting the valve spindle earlier the pressure drop across the coil is measured and the valve spindle is adjusted accordingly to achieve the required flow, nowadays ultrasound manometers are used which can readily measure the flow while adjusting the valve and water balancing is made very easy. The advancement in double regulating valve is pressure independent control valve, which must ensure the exact flow as marked in the valve in each turn of the spindle in addition to that it can modulate onset temperature and shut off the flow to the system, so this kind of valves eliminated the requirement of separate balancing valve and two or three-way control valve.

Double regulating valves are pressure sensitive and they react to pressure changes from the hot and cold water flowing into them. It causes the valve to either open or closes a port, thus maintains a pressure balance. Balancing this pressure between the two water supplies keeps the temperature consistent.
